He served as a clerk to the Yamhill County District Attorney and as Special Judicial Clerk to a Multnomah County Circuit Court judge. He then served as Special Prosecutor with the Multnomah County District Attorney, representing the State of Oregon in misdemeanor criminal trials.

During his four-year service as a Legal Officer at the International Criminal Tribunal in The Hague, Tim conducted in-court direct examinations in international war crimes trials and traveled extensively throughout the former Yugoslavia investigating serious violations of international humanitarian law.
